GitHub Actions is the default CI/CD choice for many small teams, and for good reason: it lives next to your code, it is easy to start, and its free tier is generous for public repositories. But for private repositories, free minutes run out faster than expected, and the bill arrives quietly. Knowing the alternatives, and when each one fits, keeps your pipeline free without forcing you to give up automation.

The reasons are usually cost, control, or both. Private repositories get a limited pool of free minutes each month, and minutes are consumed faster on larger runners or macOS and Windows builds. Teams also hit limits on concurrent jobs and storage. None of this makes GitHub Actions bad; it makes it worth comparing, especially when a self-hosted runner or a different service removes the constraint entirely.

First, self-hosted runners for GitHub Actions itself: you keep the same workflow files but run jobs on your own server, which removes the minute limit for most workloads. Second, GitLab CI, whose free tier includes generous pipeline minutes and a built-in container registry, making it a strong choice if you are open to moving repositories. Third, Woodpecker CI, a lightweight open-source runner that uses simple YAML files and runs happily on a small server. Fourth, Drone CI, another open-source option with a container-native design that suits Docker-based teams. Fifth, Jenkins, the veteran: heavy and old-fashioned, but free, endlessly flexible, and still the right answer for complex on-premise pipelines.

Choose by your constraint, not by popularity. If your team likes GitHub Actions and only the minutes are the problem, self-hosted runners are the smallest change. If you want a simpler hosted service with a generous free tier, GitLab CI is the easiest switch. If you want full control on your own hardware with minimal resource use, Woodpecker is the lightest option. If your pipeline needs exotic plugins or legacy integrations, Jenkins still wins. Write down your actual constraint before comparing features, or you will pick the tool with the longest feature list instead of the one that solves your problem.

Migrate one pipeline at a time, and keep the old one running until the new one has passed real builds for a week. Start with the least critical repository, so mistakes are cheap. Keep secrets in the new system's secret store rather than in workflow files, and test failure paths, not just success: a pipeline that only works when everything goes right will fail you on the day it matters. Document the new setup in the repository's readme, so the next person does not have to reverse-engineer it.

The right CI/CD tool is the one that runs every commit, costs nothing at your scale, and stays out of your way. For many small teams that is still GitHub Actions, and that is fine. The point of knowing the alternatives is not to switch for its own sake. It is to make sure that when the free tier stops fitting, you already know where to go, and the move takes an afternoon instead of a crisis.

Whichever CI tool you choose, caching is the cheapest way to cut build time and stay inside free limits. Most pipelines reinstall dependencies on every run, which wastes minutes and money. Enable the runner's cache for your package manager so unchanged dependencies are restored in seconds, and key the cache by your lockfile so it refreshes exactly when dependencies change. This single change often halves build times, and shorter builds mean fewer minutes consumed, faster feedback, and a pipeline that developers actually like using.

Also split slow pipelines into parallel jobs where the tool allows it. Tests, linting, and builds can usually run at the same time, and the wall-clock time drops even if total minutes stay similar. Watch for the opposite trap, though: parallel jobs on a self-hosted runner can overload a small server, so set sensible concurrency limits. A pipeline that is fast, cheap, and reliable beats a pipeline that is merely feature-rich, and caching plus parallelism gets you most of the way there on any tool.
